Analysis of Village Financial Management Supervision (Case Study on The Regional Inspectorate of North Central Timor Regency)

Supervision is a systematic effort by management to compare the predetermined standards performance, plans, or objectives to determine whether performance meets the standards and whether human resources are empowered effectively and efficiently to achieve the objectives as well as a step for corrective actions that need to be taken. Village Financial Management is the activities including planning, implementing, administering, reporting, and accountability of village finances based on the transparency, accountability, and participation principles, which is carried out orderly and budgetary manner. This study aims to analyze the village financial management supervision process conducted by the Regional Inspectorate of North Central Timor Regency. This study used a qualitative approach. The research instrument was the researchers who conducted interviews and interactions in the field by observing the supervision process. The results showed that the Regional Inspectorate has supervised financial management by following the stages namely planning, implementation, reporting, and follow-up. However, the supervision process was not conducted in all village areas due to limited human resources. It was also found that the village government's compliance level in managing village finances was low. It is indicated by the high findings of an inspection conducted by the North Central Timor Regional Inspectorat

: Good local governance can be realized by the government's efforts to accommodate the all aspirations that can be characterized by the existence of policies that pro-people in all aspects becoming the local government's business. In the process of governance, local government will be constantly monitored by various institutions that have authority in the field of supervision, including parliament. To achieve the objective of the policy is strongly influenced by the pattern or model of supervision applied by Parliament in controlling the formulation process, implementation, and evaluation of the policy. The research method used in this research is descriptive qualitative method. The location researched was the office of Commission D of Parliament of Malang with focus on the model of the control model of Parliament of Malang City, especially in educational sector. To meet the objectives of this study, it was used data analysis technique that involves three phases namely data reduction, data presentation, and conclusion. The results show that control done by Parliament of Malang City especially in educational sector uses supervision model in terms of time or object supervised including direct control, indirect control, and control across sectors. There are several factors that influence in implementing control, they are the level of seriousness of institution having role and function of supervision, implementation of ethics in monitoring, and the type of policy viewed from the benefits and objectives of the policy, and the role of society in helping to carry out the monitoring of the existing policies. The impact arising from the process of control by Parliament of Malang City is the small possibility the abuse of the policy implementation process the possible the realization of the goal of the policy. Factors Influencing Implementation of Village Fund Policies During the COVID-19 Pandemic: A Case Study in Musi Sub-District, North Central Timor Regency

The impact of the COVID-19 pandemic in Indonesia, including the existence of a Village Fund refocusing policy for handling COVID-19 that for the management of Village Funds for the 2021 fiscal year, a minimum of 8 percent and 40 percent of the Village Funds realized in each village must be focused on handling COVID-19 19. This study aimed to analyze and describe the factors that influenced the Village Government in Musi Sub-District, North Central Timor Regency, in implementing the Village Fund Refocusing and Reallocation Policy during the COVID-19 pandemic. Data was collected through observation, direct interviews with informants and searching archives and documents related to research. The results of the study concluded that the implementation of the Village Fund refocusing and reallocation policies had not been implemented optimally. Factors that cause it not to be optimal are understanding and mastery of information technology systems (Village Financial Systems) and the administrative requirements needed. Another obstacle is the overlapping laws and regulations regarding the refocusing and reallocating of Village Funds during the COVID-19 Pandemic

PELATIHAN PENYUSUNAN PROGRAM KERJA BAGI ANGGOTA KARANG TARUNA DESA KUANEK DENGAN MENGGUNAKAN ANALISIS SWOT

Karang Taruna merupakan organisasi kepemudaan di desa yang mengutamakan kepentingan kaum muda, menjembatani para pemuda dalam berkreatifitas, bersosialisasi dan melakukan pengembangan diri menjadi lebih baik dari waktu ke waktu serta memiliki visi dan misi yang harus dicapai. Oleh karena itu setiap organisasi Karang Taruna harus memiliki program kerja untuk dijalankan dalam usaha pencapaian tujuan organisasi tersebut. Seringkali terjadi bahwa program kerja yang dibuat terkesan asal-asalan, tidak sesuai dengan kebutuhan dan kondisi organisasi sehingga menghambat upaya pencapaian tujuannya, bahkan membuat organisasi Karang Taruna “mati suri”. Maka, sangat penting bagi para pengurus sebagai motor penggerak organisasi dan semua anggota untuk memahami situasi organisasinya secara komprehensif agar dapat membuat program kerja yang baik. Analisis SWOT merupakan salah satu metode yang dipakai untuk dapat mengenal organisasi (Kekuatan, Kelemahan, Peluang dan Ancaman) sehingga mereka dapat menyusun suatu program kerja yang tepat, realistis dan mampu menjawabi kebutuhan organisasi serta upaya-upaya pencapaian tujuannya. Kegiatan pengabdian ini ditujukan kepada para pemuda anggota Karang Taruna desa Kuanek, Kecamatan Bikomi Tengah, Kabupaten Timor Tengah Utara (TTU). Metode yang dipakai adalah melalui ceramah, praktikum dan evaluasi dengan target akhir adalah tersusunnya rancangan program kerja Karang Taruna desa Kuanek. Luaran dari kegiatan ini adalah tersusunnya draft rancangan program kerja bagi kelompok Karang Taruna desa Kuanek.
